If you have never studied Chinese before and you are asked if you know Chinese or not. Do you think you have a positive answer? If you have not spent, say over 16 years on learning and using Chinese, do you think you can say you know Chinese?
Same as learning the Romanized Zhuang script (Sawcuengh). If you speak Zhuang and spend 1/10 or 2% of the time that you have spent on Chinese, your proficiency in the Romanized Zhuang script (Sawcuengh) would probably be as good as your proficiency in Chinese.
If you want to learn something, you have got to pay. You've got to spend time on it.
