	General Secretary Nong Duc Manh Mr Nong Duc Manh was elected by the Communist Party of Vietnam (CPV) Central Committee, ninth tenure, general secretary of the CPV Central Committee. Hereunder is a summary biography of Nong Duc Manh. He was born on September 11, 1940 in Cuong Loi village, Na Ri district, Bac Kan province to a farmer family of the Tay minority group. He began his career as a forestry worker and joined the revolution in 1958. He was admitted to the CPV on July 5, 1963 and became an official member of the CPV on July 10, 1964. 	上文中的“Bac Kan province”指的应该是“北{氵件}省”，这个省早已和“太原省”（Thai Nguyen）合并成“北太省”（Bac Thai）。北太省位于高平省以南，河内市、永富省以北，谅山省以西，宣光省以东，属越南北部山区省份。

	BAC CAN The market town and provincial capital of Bac Can lies on the Cau River some 130 kilometers south west of Cao Bang  Located on one of the main arteries into the mountains Viet Bac, Bac Can has for over two millennia formed part of the Tay – Nung heartland. Comparatively little is known of its early history, during the 19th century the town was established as the capital of a Province of the same name. This Bac Can Province was merged with Thai Nguyen during the 1960s to form Bac Thai Province, but it regained its status as a separate Province in 1996. ( Back)

	我以前不知道北件（“件”应为“氵件”）已于1996年从北太省中分离出来，重新成为一个省份。我原先依据的是《东南亚旅行图册》（广东省地图出版社2000年1月第1版）第110-111页“越南行政区划简图”，其中有简短说明：“越南行政区划  1996年将全国划分为61个省和3个直辖市（河内、胡志明市、海防）。”而《东南亚纵横》（月刊）2000年第3期封三所附“越南地图”（没有注明版本信息）反映的越南行政区划情况也大致如此——都只有“北太省”，没有“北件省”。 我最近在广西外文书店买到了一张越南地图——《世界分国地图：越南·老挝·柬埔寨》（中国地图出版社2002年4月第1版），才知道BAC CAN和THAI NGUYEN已是两个省。北件省（BAC CAN）位于高平省（CAO BANG）以南，谅山省（LANG SON）以西，太原省（THAI NGUYEN）以北，宣光省（TUYEN QUANG）以东，且仅与此四省为邻（原先的北太省则是多邻的）。从地图上看，BAC CAN确实处于越北山区岱侬族的中心地带，但是否这种“核心”地位已有两千年的历史，我就不好说了。 越北山区出了个农德孟，岱侬族出了个农德孟，北件省出了个农德孟，我想，北件这个小省、北件这个小城市会因此得到较大发展，岱侬族地区、越北山区也会因此得到一些政策上的倾斜，果真如此，那就是越北僚人的福气了。

	我想农德孟作为越南的北方少数民族——僚人。能在越南政坛混到如此地位，来之不易，我想多多少少也是越南僚人的荣耀！    反观中国僚人，作为中国人口最多的少数民族。能到中央混的有何几？

	  不知道农德孟再越南的实际掌权程度如何？能不能有效地帮助越南僚人提高地位还是未知数呢！光是虚位是没用的。

	 不好意思纠正一下，中国共产党总书记现在是胡锦涛了——还是不清楚他到底有没有实权——有职位不一定有实权。

	 不过话又说回来，越南怎么可能会容忍一个不是京族（越南主体民族）的人来当书记呢？在中国这是不可思议的事。

	[这个贴子最后由红棉树在 2002/12/22 0619pm 编辑] 不好意思，说错话了。其实我不是不知道中共中央总书记已经是胡锦涛了，只是想说农德孟在越南的权利应该相当于之前的江泽民。在中国的法律里，军队是要服从于中共中央的，也就是说是党领导军队（虽然我不知道现实是否如此）。而且，一般来说，中央军委主席很多时候都是和党总书记是同一个人的，不一致的一般是权利交接的阶段。…… 农德孟是越北山区的岱族人，如果他是在乡下度过童年期的，就一定会说岱语（南部壮语），我想如果有哪个贝侬有机会和他会面，一定要试图说说我们的南壮语哦，嘿嘿 :

	前些时间在越南境内，看电视和宣传图片，发现农德孟上镜率很高，大家（越南人）都把他当国家领导人，前呼后拥的，似乎都对他充满了崇敬和爱戴，没人把他看作是地位不高的少数民族。 在胡志明故居和越南军事博物馆参观，知道胡志明是在越北山区谅山、高平等省开始、开展革命的，这有点像当年邓小平在广西左右江地区闹革命，不同的是邓小平在左右江闹革命针对的是国内旧势力，而胡志明在越北山区闹革命针对的是外国侵略者、殖民者，而且比邓小平晚了十几年。 邓小平等人领导的左右江革命根据地成就了韦拔群、韦国清等壮族革命者。我想，农德孟的政治成就也少不了胡志明曾在越北山区闹革命的功劳。

	中国少数民族当总书记也不奇怪。其实都一样。都是党的领导。
