Abstract: In mid Qing dynasty, in order to unit and rally people of all ethnic groups to consolidate his power, the emperor Quanlong adjusted the states' policies to improve the relationship between the state government and all minorities in bordering areas. Concerning minorities' customs and education, Quanlong adopted a kind of policy known as "Wu Wei Er Zhi", which meant to govern the minority people in a tolerant way and allow the minority people to enjoy more freedom.
