侵略战争的遗迹也是历史的一部分，为什么不能作为遗产保护呢？
颐和园是慈禧太后挪用海军军费兴建的，也曾被八国联军侵占掠夺，也可称为国耻的象征，不也成为世界文化遗产吗？
广岛原子弹爆炸遗址是联合国教科文组织认定的世界文化遗产，是否对日本人民的侮辱？
奥斯威辛集中营也是联合国教科文组织认定的世界文化遗产，是否对犹太人、全人类的侮辱？
关键在于进行文化遗产保护时，如何全面反映历史真实。
具体到灵渠的问题，重点不是要不要当作遗产保护，而是要注意不是单纯歌颂秦始皇的丰功伟绩，也应指出他穷兵黩武，为害四方。

郑国渠不是秦代工程，而是战国末年，当时秦尚未统一中国。
