margin-bottom: 0px; margin-left: 0px; padding-top: 0px; padding-right: 0px; padding-bottom: 22px; padding-left: 0px; text-indent: 28px; line-height: 24px; ">可以看出在这一轮成品油价的调整中，柴油涨幅最大，每升涨了0.34元。从柴油车诞生之日起，政府对柴油机生产厂家和消费者都没有特别支持。不久前出台的燃油税，柴油价格和汽油价格是一样的，几乎没有区别。可以对比欧洲，十几年前，欧洲政府利用燃油税作为杠杆，调节汽油和柴油的价差，给柴油的税明显低于汽油税。柴油车的价格和使用成本比汽油车要便宜很多，这是导致今日柴油车在欧洲市场大行其道的主要原因。</p><p style="margin-top: 0px; margin-right: 0px; margin-bottom: 0px; margin-left: 0px; padding-top: 0px; padding-right: 0px; padding-bottom: 22px; padding-left: 0px; text-indent: 28px; line-height: 24px; ">中石油、中石化完全有能力生产出和欧洲一样标准的柴油，而且可以在很短的时间内办到。但是高品质柴油的市场需求太少，使得石油公司没有动力投入数以亿计的资金去进行技术改造，生产更高品质的油。而且政府为保护农用车辆和机械车辆的柴油供应，不允许柴油定价市场化，于是经济效应就决定了社会效应。</p><p style="margin-top: 0px;
